Next to Download PDF files instead of automatically opening them in Chrome, click the toggle switch to set to the On or Off position. What fixed my issue is totally uninstall Chrome (including deleting Chrome folder in AppData, delete browsing data and cleaned up its registry entries using CCleaner). Then re-download Chrome, but by selecting other platform. I selected 64 bit download since my system is Windows 10 64 bit.
